{"id":8344,"date":"2018-01-21T18:11:02","date_gmt":"2018-01-21T23:11:02","guid":{"rendered":"https:\/\/phillyhistory.wpengine.com\/?p=8344"},"modified":"2018-01-21T20:20:28","modified_gmt":"2018-01-22T01:20:28","slug":"the-last-piggeries-of-maiden-lane","status":"publish","type":"post","link":"https:\/\/blog.phillyhistory.org\/index.php\/2018\/01\/the-last-piggeries-of-maiden-lane\/","title":{"rendered":"The Last Piggeries of Maiden Lane"},"content":{"rendered":"<p>\u201cA curious thing about Philadelphia,\u201d wrote Edith Elmer Wood in 1919, \u201cis that pigs were permitted to be kept in the thickly settled parts of the city until quite recently. A start was made to do away with this condition, the 40,000 piggeries of a few years ago having been reduced to almost 10,000.<\/p>\n<p>Then, in the Spring of 1917, Health Department officials declared that Philadelphia would be demolishing it\u2019s last remaining piggeries.<\/p>\n<p>Up until the early 20th century, urban spaces <em>required<\/em> animal agriculture. There\u2019d be no transportation without horses. \u201cHogs cleaned up household slop,\u201d Vitiello and Brinkley remind us, \u201cchickens scratched at the waste that the pigs left behind. Sheep and goats grazed on the commons\u2026 Many urban families kept or boarded dairy cows for a supply of fresh milk. Cattle were driven from ports, and later rail stations, to markets and slaughterhouses throughout the city. The Library Company of Philadelphia.<\/figcaption><\/figure>\n<p>For the first couple of hundred years, the idea of banning farm animals would have been absurd, impossible even. Keeping them under control was more likely, though always challenging. As early as 1705, city ordinances forbade \u201ccattle and swine from running at large through the streets.\u201d Once caught, the meat from these runaways would be forfeited, shared equally by captor and the almshouse.<\/p>\n<p>In the mid-19<sup>th<\/sup> century, hogs were fattened for market adjacent to a large distillery in the northwest quadrant of what is now Center City (at 23<sup>rd<\/sup> and Summer Streets). Feed consisted of grain mash from the distillery. This symbiotic relationship continued for more than three decades before the increasing number of nearby residents led to a contested closure. Appeals continued until May 1845, when the Supreme Court of Pennsylvania heard the case.<\/p>\n<p>\u201cAt the time of the trial, and for a few years previous, the city had been rapidly extending in that direction\u2026 Several public institutions of great importance however had&#8230;been erected in the immediate neighborhood; and it was the alleged injury inflicted on these, as well as on the dwelling houses lately erected in the vicinity, that formed the principal ground of complaint.\u201d<\/p>\n<figure id=\"attachment_8345\" aria-describedby=\"caption-attachment-8345\" style=\"width: 436px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/www.phillyhistory.org\/photoarchive\/Detail.aspx?assetId=8119\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-8345 \" src=\"https:\/\/phillyhistory.wpengine.com\/wp-content\/uploads\/2014\/11\/Piggery-1916-8119.jpg\" alt=\"Farley\u2019s Piggery \u2013 Maiden Lane, 10-12-1916 (PhillyHistory.org) \" width=\"436\" height=\"345\" srcset=\"https:\/\/blog.phillyhistory.org\/wp-content\/uploads\/2014\/11\/Piggery-1916-8119.jpg 600w, https:\/\/blog.phillyhistory.org\/wp-content\/uploads\/2014\/11\/Piggery-1916-8119-300x237.jpg 300w\" sizes=\"auto, (max-width: 436px) 100vw, 436px\" \/><\/a><figcaption id=\"caption-attachment-8345\" class=\"wp-caption-text\">Farley\u2019s Piggery \u2013 Maiden Lane, 10-12-1916 (PhillyHistory.org)<\/figcaption><\/figure>\n<p>\u201cThe buildings in question were capable of accommodating as many as a thousand hogs\u2026that in the warm weather the stench was so intolerable, as to make it almost impossible to pass through the street, on which the establishment opened, without nausea; and that when the wind was from the northwest, it was perceptible for half a mile towards the heart of the city; that the water of the Schuylkill was infected by the great quantities of filth and ordure which were discharged; that the value of property adjacent was diminished from ten to fifteen per cent., and that the comfort\u00a0 of the residents thereabout was materially affected by the effluvia.\u201d<\/p>\n<p>The court heard evidence for more than a week.<\/p>\n<p>Piggeries had been there \u201cfrom time immemorial,\u201d claimed the defense. Moreover, they argued, the distillery \u201cwas essential to the city.\u201d<\/p>\n<p>The court agreed with the previous ruling: \u201cPiggeries had to be removed from city limits, no matter how well established or profitable they were.\u201d Citizens \u201care entitled by right to healthy air, and to a use of the public highways unimpaired by any adjacent nuisance\u201d and \u201ca hog pen in a city is a nuisance.&#8221; In fact, &#8220;the keeping of pigs in a community like this, whether there be one or a thousand, is indictable.\u201d<\/p>\n<p>Yet, as we read in Vitiello and Brinkley, the \u201cdebates between farmer-businessmen and city officials\u201d continued for more than half a century longer. As the city expanded in the late 19<sup>th<\/sup> century, with permission from City Councils, pig farmers continued to thrive just beyond the fringes of the city\u2019s built-up sections.<\/p>\n<p>\u201cDesperate efforts are being made by the pig owners of the First Ward [in South Philadelphia, east of Broad Street] to get from under the eye of the Health Officer and run their pens as of old,\u201d reported the <em>Inquirer<\/em> in 1886: \u201cthe pens had been newly whitewashed and the masses of decaying garbage covered up and out of sight.\u201d Further to the south and west, pigsties &#8220;owned by Mr. Rubel\u2026at 31<sup>st<\/sup> and Maiden lane were in very bad condition. &#8230; The garbage\u2026was left to fester, and the stench arising from the mass of filth among which the remaining animals were wallowing, exhaled an odor that could not but be highly prejudicial to public health.\u201d<\/p>\n<figure id=\"attachment_11952\" aria-describedby=\"caption-attachment-11952\" style=\"width: 422px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.phillyhistory.org\/PhotoArchive\/Detail.aspx?assetId=7738\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-11952\" src=\"https:\/\/phillyhistory.wpengine.com\/wp-content\/uploads\/2014\/11\/Piggeries-Maiden-Lane-detail.jpg\" alt=\"\" width=\"422\" height=\"279\" srcset=\"https:\/\/blog.phillyhistory.org\/wp-content\/uploads\/2014\/11\/Piggeries-Maiden-Lane-detail.jpg 600w, https:\/\/blog.phillyhistory.org\/wp-content\/uploads\/2014\/11\/Piggeries-Maiden-Lane-detail-300x198.jpg 300w\" sizes=\"auto, (max-width: 422px) 100vw, 422px\" \/><\/a><figcaption id=\"caption-attachment-11952\" class=\"wp-caption-text\">Detail of &#8220;Plan Showing Existing Conditions in South Philadelphia, December 13, 1915. (PhillyHistory.org)<\/figcaption><\/figure>\n<p>\u201cPigs Have Got to Go,\u201d editorialized the newspaper as late as 1914, by which time urban expansion guaranteed proximity to piggeries. Yet they remained legal in several areas, including along Maiden Lane. \u201cModern cities and hog pens cannot be made to go hand in hand,\u201d declared editors, but they fell short of calling for a complete ban.<\/p>\n<p>Not so Mayor Rudolph Blankenburg. His \u201cwar upon piggeries\u201d would include a veto of any proposed expansion piggery district.
